It's very easy to make a free website. Keep in mind that while the website you make is free, there are several typical limitations and constraints to what you can do with it, such as: - Limited Space
- Forced Ads
- Not Your Own Domain Name
- Few Programming and File Options
But it's FREE, so that part might outweigh those limits for the time being.
There are tons of hosts for freewebsites, some are better than others. All you have to do is find one that you like the best and get started with their web building tools. One I've used before is Freewebs.com (now known as webs.com). Other websites that allow you to make a free site are:
